Doing Business in Africa

The World Bank Doing Business Report looks at countries worldwide to compare their progress in creating enabling environments for business.  Several African countries have been listed in the top ten for the 2011 report.
The World Bank Doing Business Report 2011 has listed Mauritius, Rwanda, Cape Verde and Zambia among the top ten countries in the world to have improved their business environments considerably over the last 12 months.
Out of 183 economies, the top African countries include Mauritius which holds the highest ranking for the African continent in the 20th position, followed by South Africa (34th), Botswana (52nd) and Rwanda (58th). These countries have taken forward steps in the last year to create an enabling environment for entrepreneurs to start and operate a commercial enterprise.
The Doing Business Index is a study conducted by the World Bank Group to monitor regulations implemented by different countries, which ease the process of starting and running a private business.
The study ranks countries based on findings related to the ease of access to credit, taxation regulations, labour laws, protection of investors and the overall business implementation process.
The Doing Business 2011 Index themed “Making a Difference for Entrepreneurs” revealed that over the last five years, a third of the 30 most improved economies in the world are from Sub Saharan Africa.
However countries like Kenya, Botswana, Tanzania , Zimbabwe  and South Africa slipped in the rankings compared to last years results. Kenya’s drop from 98 to 94 has been blamed on the 2008 Post Election Violence that affected the performance of most sectors such as the Tourism and Horticulture industries.
Ghana has been noted as a leading African country in terms of establishing reforms that have made it easier for the private sector to access credit facilities, while the Republic of Congo reduced corporate income tax rates and Malawi enforced contracts.
Major disparities distinguish each African country in terms of their business progress, however many of the new reforms across the continent related to facilitating intra-regional trade.
The report is based on a survey conducted between June 2009 and May 2010.
